CAPP-ODS – Empowering the Portuguese Public Administration with an Effective Impact on the Sustainable Development Goals

 

This project aims to design a capacity-building model (i.e., content, pedagogical model, and implementation model) with the ambition of reaching a large portion of the 750,000 public employees in Portugal in the coming years. This is a complex task, due to the different levels of responsibility within the Public Administration (i.e., managers, technicians), with very distinct scopes (e.g., health, internal administration, education, security forces) and diverse geographical impact (i.e., central, regional, local).

Based on a national and international benchmarking analysis of ways to build capacity in the Public Administration for sustainable development, workshops with selected organizations, and with the main training authorities in the Public Administration (INA and IGAP), it is feasible to achieve this objective and translate its content into a policy document (Policy brief) for adoption by the Presidency of the Council of Ministers. The CAPP-ODS project proposal falls under thematic line 9. Professional training of public administration workers, included in the PT 2030 STRATEGY AGENDA: Digitalization, innovation and qualification as drivers of development.

The project will propose an effective professional training model that meets the needs of the public sector in terms of sustainability (with a direct impact on multiple areas of public policy such as energy, poverty reduction, mobility, safeguarding terrestrial and ocean biodiversity, fisheries and agriculture and forestry, among others).

The team involved has extensive experience in training practices, both in academic settings and in innovative models. The project has partners (municipality of Guimarães, Court of Auditors and CCDR Centro) who are willing to test the model(s) to be developed, ensuring that the final proposal is appropriate to the national reality.

The ambition of this project is to propose to the Portuguese government a capacity-building program that can be implemented and whose main impact will be to make the APP (Portuguese Public Administration) well-informed and competent within a period of 5 years, ensuring that Portugal’s development is aligned with sustainable development and, in particular, with the SDGs (Sustainable Development Goals) and associated policies.
